ÉrtékVagy! Conference

On 27 January 2022, Pro-Team Rehabilitációs Nonprofit Kft. was proud to accept an invitation to exhibit at the Érték Vagy! programme event, held at the Bálna in Budapest. The conference was hosted by Attila Fülöp, State Secretary for Social Affairs.

The Ministry of Human Capacities launched the ÉrtékVagy! programme in 2020 to raise awareness of the value that people with disabilities and health conditions bring to society. Their contribution matters not only in employment but also in everyday life, shared thinking, community programmes and the arts. Rather than charity, we should build on independence and self-worth.

Thanks to Hungary’s steadily strengthening economy and shared social responsibility, we can mobilise increasing resources to expand employment for people with disabilities and health conditions affecting their ability to work. This is a national economic interest in which the interests of major companies, domestic small businesses and the state come together. Creating opportunities is not solely the state’s responsibility, however. Alongside local authorities, civil society and faith organisations, companies are needed that devote attention to social goals as well as business activity.

Employment for people with disabilities and health conditions affecting their ability to work

The Government’s aim is for every person with a disability or health condition who wishes to work to be able to do so within their capabilities, supporting themselves and their family through earned income.

When the Government restructured the support system in 2011, it laid the foundations for people who wanted to work to be able to do so. This challenged the assumption that an altered capacity for work means a lost capacity, or an inability to create value.

The aim is to be not merely good but the best in the region at employing people with disabilities and health conditions, in both moral and economic terms.

At the beginning of 2020, the Ministry of Human Capacities launched the Érték Vagy! programme, drawing on the experience of international corporations and domestic businesses. They reported that employers were proportionally more satisfied with employees with disabilities and health conditions than with other employees, citing greater motivation and commitment. This may explain why more employers are choosing to pay less tax and employ more people from this group.

Vocational rehabilitation for people with disabilities and health conditions is supported by a well-developed system of interlinked measures.

Development takes place primarily through three forms of employment for people with disabilities and health conditions affecting their ability to work:

  1. Developmental employment is available to people with disabilities, psychiatric conditions, addictions or experience of homelessness. A key aim is to prepare individuals for independent work or employment in the open labour market.
  2. Sheltered employment for rehabilitation purposes with accredited employers is provided for people with disabilities and health conditions who find it difficult to obtain work in the open labour market.
  3. Several measures support entry into the open labour market, including employer social contribution tax relief, the incentive effect of the rehabilitation employment quota, wage subsidies and other awareness-raising programmes.

The results are best illustrated by the employment rate of the target group:

  • The employment rate of people with disabilities and health conditions affecting their ability to work has risen from 18% in 2010 to 44% today.
  • Today, approximately 160,000 people in Hungary with disabilities and health conditions support themselves and their families through work.
